To test power consumption today we are using a Keithley Integra unit and we measure power consumption from the VGA card inputs, not the system wide drain. We measure results while gaming in Crysis Warhead and record the results.
The XFX R9 280X Black OC Edition consumes around 230 watts under heavy gaming load.

Have you checked with xfx about clock times because scan still is listing black edition with this clock speed 1080-6200 MHz, so this is the same card you have reviewed with lower clock speed?
